Implementation of the recommendations in this document will move Takoma Park closer to the COP philosophy. The transition from traditional law enforcement to COP takes time and strong leadership. No City's Police Department can move their community from a system that emphasizes responding to citizen calls to one of crime prevention without the time, training and leadership. Takoma Park is fortunate that we have such a highly skilled and dedicated Police Department led by able commanders and a dedicated Chief. With the strong guidance of our well-qualified City Council, all City Departments can develop a crime prevention approach to business that will inevitably enhance the quality of life for all citizens of Takoma Park.
